The consolidation of the Lorain County General Health District with the formerly independent Lorain City and Elyria City Health Departments created increased staff and service demands that exceeded the capacity of the existing 1960s facility. Multiple fragmented additions over the building's lifespan had resulted in dispersed entrances, visitor confusion, and compromised security that hindered effective public health service delivery.

The new two-story facility offers a simple and clear entry sequence with distinct public and private zones that maintain necessary department separation while encouraging synergy and interaction between staff. A focus on efficient circulation promotes a positive workplace environment while managing construction costs, with the increased square footage and visual prominence establishing the institution's expanded role in community health.
